TWO BREAKING REPORTS FROM PANAMA CITY POLICE…December 4, 2014 The Panama City Police Department announces the arrest of 26 year old, Jessica Harner, of Callaway. On November 25, 2014, at 1:50 A.M., officers made contact with Harner who stated she was returning home from a local hospital and was stopped at a red light at the corner of Business Highway 98 and Hamilton Avenue, when three black males forced their way into her vehicle. Harner further stated that she was made to drive them around the Cove area of Panama City and was told she would be shot if she resisted. Harner stated that she dropped off the men in the 200 block of East Beach Drive. Investigators began reviewing video surveillance from areas in which Harner had been forced to drive the men. What investigators saw and the statements from Harner, did not match. After further investigation and additional interviews with Harner, she admitted that she was never abducted and that the report of the crime and all the information she provided was false. Subsequently, Harner was arrested and charged with false report of a crime and perjury when not in an official proceeding. December 4, 2014 The Panama City Police Department announces the arrest of 29 year old, Anthony Keith Council, 33 year old, Javier Vargas Vazquez and 33 year old, Jessica L. Garrett, all of Panama City. On December 2, 2014, officers responded to 1707 West 23rd Street, Sam’s Club in reference to a theft. Loss prevention employees informed officers that a hispanic male and white female, later identified as Vazquez and Garrett, entered Sam’s Club on December 1, 2014 and took merchandise before departing the store without purchasing the items. Loss prevention employees observed the two in the store again on December 2, 2014, and were able to get license plate information of the vehicle the two departed the business in. Officers were also provided surveillance video of the theft. The vehicle was located on December 3, 2014, and investigators made contact with Vazquez and Garrett and both were transported to the Panama City Police Department for questioning. During the investigation, information was obtained about a burglary that occurred in downtown Panama City, on October 29, 2014. Further investigation revealed that a third person, Council, was also directly involved in this burglary. Council was located and transported to the Panama City Police Department for questioning. At the conclusion of the interviews, all three subjects were arrested and transported to the Bay County Jail. Council was charged with armed burglary, felony retail theft and violation of probation. Vazquez was charged with felony retail theft, principal to dealing in stolen property and possession of drug paraphernalia. Garrett was charged with felony retail theft, dealing in stolen property and possession of drug paraphernalia. The investigation of these incidents continues and further charges are expected.
