Narrative
On 07/01/2013 at 1601hrs I responded to 4715 Thomas Drive (The Commodores Condos) in
reference to a medical emergency.
Upon arrival, I spoke with several witnesses who stated they observed a para sail carrying 2
white females break free from the boat towing it, collide with the Commodore Condo, continue over
the condo, hit the power lines along Thomas Drive, and become caught by a southbound wind that
caused them to hit several cars in the parking lot, and land on the East side of the parking lot of the
condo. I assisted EMS and the Bay County fire department (Engine 102) in securing the scene so
that both subjects could be removed from the scene.
The two subjects, identified as Sidney Good and Alexis Fairchild, were transported to Bay
Medical Center. The Captain operating the boat towing the parasail was identified as Tyler
Churchwell. FWC and the U.S. Coast Guard responded to process the scene and the investigation
was turned over to these agencies.
No further information at this time. Case pending.

First Thoughts: Sizing up the Bluegrass Battle

Sizing up the Bluegrass Battle… McConnell now will have to keep his eye on Kentucky instead of Washington… Focusing on the South in 2014… Will “Power Africa” be a lasting legacy for Obama?… What’s taking place in North Carolina has become the best political story few are talking about… Don’t forget about the recalls in Colorado… And Gabby Giffords continues on her tour to reduce gun violence.

*** Sizing up the Bluegrass Battle: Well, Senate Minority Leader Mitch McConnell now has a Democratic challenger, with Kentucky Secretary of State Alison Lundergan Grimes’ announcement on Monday that she will run for the GOP leader’s Senate seat. And there are two forces at play that will make McConnell the favorite but that will also probably keep the race close. The first force: Kentucky is an overwhelmingly GOP-leaning state in federal contests, especially in the Obama Era. After all, President Obama won just 38% of the vote in the state last year, and Republicans are already tying Obama to Grimes. “Kentuckians have absolutely no reason to send Alison Lundergan Grimes to Washington to help pass the policies of a president whom they adamantly oppose,” the National Republican Senatorial Committee said in a statement yesterday. And a pro-McConnell Super PAC has already been airing a TV ad making the same point. “Alison Grimes would stand with Obama, and that’s bad news for us.” (This is the exact opposite of what we saw in that Massachusetts Senate race, where Democrats hit Gabriel Gomez for not being close enough to Obama and the Democrats.) But here’s the second force at play: With just one exception (in 2002), McConnell has never won more than 55% in his Senate races in Kentucky. So bet on McConnell — but also bet that the race is closer than you think.

*** McConnell will have to keep his eye on Kentucky instead of Washington: Given how close the race could be, perhaps the biggest result of Grimes’ decision to run is that McConnell will have to keep his eye on Kentucky over the next year and a half — rather than keep his eye on the legislative activity in the Senate. Had Grimes NOT run (especially after Ashley Judd’s decision to pass on the race), Democrats would have been without a top-tier challenger, and that would have allowed McConnell to fully concentrate on Washington. Now he’s got to concentrate on Grimes and Kentucky. But the best news for McConnell right now: He doesn’t have a GOP primary challenge, and that’s very significant.

*** Focusing on the South in 2014: We have a final point to make about the McConnell-vs.-Grimes race: Much of the Senate action in 2014 will be taking place in the South — or the states bordering it. Think Arkansas. Louisiana. North Carolina. West Virginia. Now Kentucky. And this is one of the reasons why Republicans have such a favorable map in 2014. But here’s the rub: Republicans HAVE to run the table in the South (as well as in Alaska and South Dakota) to be able to pick up the six seats they need to take control of the Senate. There’s no margin for error, unless the GOP can put Iowa and Montana in serious play.

*** Will “Power Africa” be a lasting legacy for Obama? A continent away, President Obama has departed Tanzania to head back to the United States — after laying a wreath with George W. Bush at a memorial honoring those killed at a 1998 bombing at the U.S. embassy there, and after making remarks at a power plant. The success of Obama’s Africa trip won’t really be known for years. The centerpiece program Obama introduced, Power Africa, is a tangible idea that will be easy to track. If the lights are on in rural Africa in the next decade, Obama has his positive legacy. This is similar to Bush’s Africa legacy: It hasn’t been until the last few years (after Bush left office) that it’s been clear just how successful the PEPFAR program has been in helping this continent get control of the AIDS/HIV epidemic.

*** Sensitive to criticism, sensitive to focus on non-Africa matters: But also on this trip, there was something else just under the surface that was clearly detectable for longtime Obama watchers: The president is sensitive to the criticism that he hasn’t been as active publicly in Africa as Bush. Whenever he had the chance, Obama tried to deal with the veiled critique — coming from Africans — that he hasn’t been a strong partner with the continent. The president’s sensitivity carried over with the staff, as there were more than a few minor dust-ups between the traveling press and the traveling White House staff. They appeared frustrated that the coverage of this trip was overshadowed by so many outside forces like Mandela’s health or Edward Snowden. (An example: Obama came to chat with reporters on the plane, on the record, about Africa. But he was much less interested in talking when the conversation turned to Mandela.) Bottom line: The president wants a positive Africa legacy, and he knows he’s perceived to be late to the game (his original intent was to travel to Africa in 2011, but the budget fights changed those plans). So it makes him and the press staff extra sensitive to everything about this trip.

*** Carolina in my mind: Turning back to domestic politics… Writing for the Atlantic, David Graham makes a good argument that the best — and most important — political story that no one has probably heard about is taking place in North Carolina. In fact, Graham says that North Carolina has become the new Wisconsin. “Unlike the Madison contretemps, which centered around one major issue — Gov. Scott Walker’s drive to strip public employees of collective-bargaining rights, and protestors push to stop him — the battle in North Carolina is more of a multifront war featuring a large number of skirmishes.” Those skirmishes include fights over unemployment benefits, taxes, education, and voting laws. Graham also observes, “Central to the push is Art Pope, a wealthy businessman and political benefactor who is sometimes described as North Carolina’s answer to the Koch brothers, and whom McCrory appointed as state budget director. Pope and his associates spent $2.2 million in state races in the 2010 cycle alone, Jane Mayer reported in 2011.”

*** Total Recall: Speaking of comparisons to Wisconsin and underreported stories, don’t forget that this year could feature two recall races in Colorado — over the gun-control legislation the state enacted. And Democrats are the target this time. As the Washington Times wrote last week, “A second Colorado recall drive fueled by a backlash against the state’s newly passed gun-control laws cleared its first hurdle Monday after the petition signatures were deemed sufficient to proceed. Colorado Secretary of State Scott Gessler announced that proponents had submitted 12,648 valid signatures, or 1,363 more than the 11,285 signatures needed to force a recall election of Democratic state Sen. Angela Giron… The Giron effort represents the second Colorado recall to move forward this month. Last week, Mr. Gessler validated signatures in the drive to recall Senate President John Morse, a Colorado Springs Democrat.”

*** Giffords and Kelly continue on their tour: Lastly, former Rep. Gabby Giffords (D-AZ) and her husband Mark Kelly continue on their “Rights and Responsibilities Tour” to promote universal background checks. Today’s stop: Alaska (where the state’s Democratic senator, Mark Begich, voted against background checks). Giffords pens an op-ed in USA Today, writing: “We own guns, we use them and we treat them with great care. But when children are gunned down in their classrooms, when families are slaughtered at a movie theater, when a little girl dreaming of running for office is shot dead standing next to me in a grocery store parking lot, we have to admit what we’re doing is not enough. We’ve all got to do more to reduce gun violence.”

Obama agenda: Obama and Bush together again

Tom Curry: “The laying of a wreath at the American embassy in Dar es Salaam Tuesday symbolized a big theme of both the Barack Obama and George W Bush administrations: The war against al Qaeda. … in dealing with al Qaeda, Obama hasn’t turned out to be exactly what his supporters expected in 2008. Obama expanded Bush’s strategy of using unmanned drones to kill suspected terrorists in Yemen, Somalia and Pakistan.”

More: “At a meeting earlier Tuesday, Laura Bush shared a platform with Michelle Obama and spoke of the overriding need for freedom – freedom not only from tyranny but also in education, economics and other areas.”

The New York Times: “Two presidents who spent much of their time in office fighting terror stood solemnly next to each other Tuesday morning as a United States marine placed a wreath to mark the memory of those killed here by a terrorist bomb 15 years ago.”

“President Barack Obama on Monday courted African business leaders and announced new trade initiatives to open up East Africa’s markets to American businesses, as he sought to counter the rise of Chinese economic influence in the growing continent,” the AP writes. “The United States, he declared, wants to ‘step up our game’ in a region that is home to six of the world’s 10 fastest growing economies. The president was welcomed in Tanzania by the largest crowds of his weeklong trip to the continent where his family ties run deep. Thousands of people lined the streets as his motorcade sped through this city on the shores of the Indian Ocean, some wearing shirts and traditional khanga wraps bearing Obama’s image. The oceanfront road leading to the Tanzanian president’s residence had been permanently changed to ‘Barack Obama Drive’ in honor of the visit.”

The French and Germans are not happy with U.S. surveillance of their leaders. Obama dismissed the concerns, but didn’t deny the U.S. does it, saying everybody gathers “intelligence.”

USA Today: “Obama’s three-day stint in South Africa was overshadowed by protests, which saw South African police shoot rubber bullets into a crowd of hundreds of students prior to his speech at the University of Johannesburg.”

Obama called Morsi in Egypt.

Obama was kicking around a “soccket ball,” a ball that after being played with generates enough energy to charge a phone or a light. It can power an LED lamp for 72 hours.

AP: “The SOCCKET ball, invented by two female Harvard graduates, is among the featured devices President Barack Obama will see on exhibit during a presentation at a Tanzanian power plant Tuesday.”

Gannett: “Republican leaders in the U.S. House plan to take up the farm bill again this month, but they are still reviewing what the legislation should look like to ensure they have the votes they need to pass it, Rep. Steve King said in an interview Monday.”

USA Today: “Freshman Rep. Steven Horsford, D-Nev., successfully underwent heart surgery, his office announced Monday. The 40-year-old lawmaker, who represents a new district in northern Las Vegas and central Nevada, was advised during his physical that he needed ‘non-elective surgery to address a hereditary condition.’”

KUSA: “Randy Udall, the 61-year-old brother of Sen. Mark Udall, D-Colo., has gone missing in Wyoming after setting off for a backpacking trip on the Wind River Mountains.”

Off to the races: Grimes is in…

Maggie Haberman wonders what happens if Hillary Clinton doesn’t run.

“The Democratic Senatorial Campaign Committee on Monday asked the Federal Election Commission to treat married gay couples the same as opposite-sex spouses, part of an early push to bring federal statutes in line with the Supreme Court’s decision last week striking down part of the Defense of Marriage Act,” the Washington Post says.

KENTUCKY: Jessica Taylor: “Kentucky Secretary of State Alison Lundergan Grimes made her bid official on Monday, with the Democrat announcing she’ll challenge Senate Minority Leader Mitch McConnell in 2014.”

Democrats are thrilled with her entry, but this will be a difficult line for her to walk: “Though she’s running in a state where President Obama got just 38 percent of the vote in 2012, she framed this as a choice against McConnell rather than one against the president. ‘This Kentucky woman does not believe that the voters of Kentucky will be fooled that easily. We cannot change who our president is, but we can change who represents us in Washington,’ she said.”

Mitch McConnell said in a statement: “Accepting the invitation from countless Washington liberals to become President Obama’s Kentucky candidate was a courageous decision by Alison Lundergan Grimes and I look forward to a respectful exchange of ideas. The next 16 months will provide a great opportunity for Kentuckians to contrast a liberal agenda that promotes a war on coal families and government-rationed health care with someone who works everyday to protect Kentuckians from those bad ideas.”

Harry Enten looks at the uphill climb for Grimes for three reasons: (1) “McConnell is running when the other party controls the White House,” (2) “McConnell is running in a state where his party did better in the presidential election than it did nationwide,” and (3) “McConnell is running with everything said above and is an incumbent.”

More: “If the president’s approval is below 60%, then it’s very bad news for the incumbent party. None of the 57 Republican or Democratic senatorial candidates who ran in a red or blue state respectively (as measured in the prior presidential election) lost when the other party controlled the White House and the incumbent president had an approval rating below 60%.”

MASSACHUSETTS: “Middlesex County Sheriff Peter J. Koutoujian today launched his bid for the congressional seat set to be vacated by Senator-elect Edward J. Markey,” the Boston Globe writes. “Koutoujian, a Waltham Democrat and former state representative, announced his candidacy for the Fifth Congressional District in a four-minute YouTube video in which he speaks about his family’s immigrant roots and calls public service his ‘life’s work.’” He declares himself a “strong, progressive leader.”

“Two of the five declared Democratic candidates for the congressional seat set to be vacated by Senator-elect Edward J. Markey have proposed a pact that would attempt to limit outside spending in the US House race,” the Boston Globe writes. “State Senator Will Brownsberger and state Representative Carl Sciortino have both called for a ‘People’s Pledge’ in the special election. Sciortino referenced the pledge in his campaign kickoff announcement last week.”

There are a lot of people running for mayor of Boston.

Health-care law delay is a perception problem for the White House… But the reality is a more nuanced story… A scary situation in Egypt… Looking ahead to next week… And Happy 4th of July!

*** Perception vs. reality: Implementing the health-care law — given its complexity and sheer magnitude — was never going to be an easy task, especially with a political opposition ready to pounce on any problem, major or minor. And yesterday’s surprise announcement that the Obama administration was postponing the large employer penalty (and thus employer mandate) produced a political tremor in Washington. But it’s important to distinguish the perception here versus the reality. As a matter of perception, yesterday’s news was a big problem for the White House. The timing was suspicious; it was announced while President Obama was on Air Force One coming back from Africa and right before the July 4 holiday, making it seem like the administration wanted to bury the news. The development enabled every Republican politician to blast out press releases describing the health-care law as a disaster. “This is a clear acknowledgment that the law is unworkable, and it underscores the need to repeal the law and replace it with effective, patient-centered reforms,” House Speaker John Boehner said in a statement. And the announcement of the delay only furthered the impression that the health-care law’s implementation is going to be rocky, producing rough headlines for Democrats over the next year (which just happens to be an election year). When it comes to politics, perception matters — a lot. And the perception could give political foes the idea they have a chance at stopping the law, which in turn could lead to less cooperation. That’s what the White House has to fear.

*** A perception problem vs. a nuanced reality: But the reality of yesterday’s announcement is a bit different from the perception. For one thing, it doesn’t impact the main parts of the health-care law — the individual mandate (i.e., the requirement that every American have health insurance) and the exchanges (where uninsured individuals can purchase plans). Those parts aren’t being delayed. Second, the number of employers affected (those who employ 50 or more full-time workers) is relatively small, given that most large employers already provide health insurance to their employees. And third, employers and business groups hailed the decision. The one-year delay was created to simplify business’ reporting process to the Treasury Department and IRS. “This one year delay will provide employers and businesses more time to update their health care coverage without threat of arbitrary punishment,” Neil Trautwein of the National Retail Federation said in a statement, per the Washington Post. “We appreciate the Administration’s recognition of employer concerns and hope it will allow for greater flexibility in the future.” Bottom line: The announcement yesterday was a P.R. black eye for the White House, but the reality is a much more nuanced story.

*** A scary situation in Egypt: Yet here’s a story with very little nuance: Egypt. “As Egypt edged closer on Wednesday to a return to rule by the generals, with a military deadline only hours away for President Mohamed Morsi to cede power, the Egyptian leader and army commanders pledged to spill their blood to achieve their aims, propelling the crisis further toward a showdown,” the New York Times writes. “‘We swear to God that we will sacrifice even our blood for Egypt and its people, to defend them against any terrorist, radical or fool,’ the armed forces said on a military-affiliated Facebook page in a posting titled ‘Final hours.’ It was published shortly after Mr. Morsi delivered an angry, impassioned speech pledging to uphold the legitimacy of the elections that brought him to power last year.” Per NBC’s Charlene Gubash in Cairo, the Egyptian military is supposed to issue a statement at 10:30 am ET.

Off to the races: Pressuring Christie on gay marriage

Quote of the day? “This will be a historic day for ex-gays across the country as we unite on Capitol Hill to lobby Congress to recognize former homosexuals,” Christopher Doyle, co-founder and president of Voice of the Voiceless, said in a press release. “Now that former homosexuals are a protected class against discrimination in Washington, D.C., this opens up the door for our unique stories to be heard and achievements recognized as we celebrate the First Annual Ex-Gay Pride Month!”

This is a Family Research Council group launching “Ex-Gay Pride Month,” and will hold a dinner in D.C. and are enlisting Reps. Michele Bachmann and Tim Huelskamp as well as Jim DeMint.

Ron, you’re so money, baby… Vince Vaughn and Ron Paul were hanging out at Paul’s house eating some barbecue in Texas.

ILLINOIS: New York Mayor Michael Bloomberg endorsed Bill Daley for Illinois governor.

IOWA: The Des Moines Register: “The removal from duty of a prominent Iowa Division of Criminal Investigation agent came five days after he encouraged Iowa State Patrol troopers to pull over a speeding vehicle that, it turns out, contained Gov. Terry Branstad, records obtained by The Des Moines Register show.” The officer said the driver, Branstad, was doing a “hard 90.”

NEW JERSEY: “Still not committing to a date for a vote, Senate Democratic leaders converged in the hometown of the Senate minority leader to pressure Republicans to override Gov. Chris Christie’s veto of same-sex marriage and to urge the governor to permit it to happen,” the Asbury Park Press reports.

The New York Times was there, too: “State Democratic lawmakers on Tuesday sought to put Gov. Chris Christie on the defensive for his opposition to same-sex marriage, saying he is standing in the way of history after last week’s Supreme Court decisions acknowledging the equal rights of gays and lesbians. Standing outside the home here of a lesbian couple who has lived together and raised a family for 30 years, Democratic leaders said they would push to override the Republican governor’s veto of a same-sex marriage bill the Legislature passed last year.”

NEW YORK: “New York Gov. Andrew Cuomo on Tuesday created a powerful commission to investigate political corruption in Albany — giving it special powers to broaden its reach and some high-profile advisers to expand its credibility,” the New York Daily News writes. “He named NYPD Commissioner Raymond Kelly and former Manhattan District Attorney Robert Morgenthau to serve on a special four-member panel to advise the investigation.”

Said Cuomo: “This is a very powerful step that this state government is taking. People of this state should sleep better tonight knowing that there is a mechanism in place to make sure their government is not only competent but is also meeting the highest ethical and legal standards.”

Bad day of press for Christine Quinn: “City Council Speaker Christine Quinn doled out hundreds of thousands of dollars in taxpayer funds from the just-passed city budget to nonprofit groups whose board members and executives have given money to her mayoral campaign. The Daily News examined the two dozen organizations that received the biggest grants from Quinn and found that 14 had ties to contributors who gave or raised a total of more than $210,000 in support of Quinn’s candidacy.”

And this: “Launching her harshest attacks yet in the mayoral race, City Council Speaker Christine Quinn on Tuesday slammed rivals Bill de Blasio as ‘desperate’ and Bill Thompson as ‘asleep at the switch’ Tuesday night.”

But this was good news for Quinn, who championed this measure: “In a setback for Mayor Bloomberg, a federal judge in Manhattan on Tuesday tossed a city lawsuit against a City Council bill that would boost salaries for thousands of low-paid workers. The judge found the city had no legal right to stop the measure, known as the ‘living wage’ bill, because it couldn’t prove it ‘suffered a concrete and particularized injury’ by enforcing the law. The bill, passed in 2012, requires any company that has received over $1 million in tax breaks or financing to pay workers $10 an hour with benefits, or $11.50 without.”

On Bill Thompson: “She laid into Thompson over another Daily News report that he failed to intervene as the cost of a $73 million contract to streamline the timekeeping system for city workers – a project known as CityTime – soared ten-fold. … Thompson conceded that he should have done more about CityTime, but insisted there were plenty of people – singling out the City Council speaker – who also failed to act. The Council did hold oversight hearings on the system, whereas Thompson did not conduct an audit.”

Ray Kelly has an op-ed in the New York Daily News defending stop and frisk.

NORTH CAROLINA: “A bill restricting abortions that popped up in the state Senate without public notice Tuesday evening and received swift approval would force clinics to meet expensive license requirements and make it more difficult for doctors to perform the procedures,” the Raleigh News and Observer reports. TEXAS: “Democrats and Republicans sparred over far-reaching legislation to restrict abortions in Texas as a GOP-dominated House committee approved the bill early Wednesday and sent it to the full chamber to take up early next week,” the Dallas Morning News reports. “After hearing testimony from some of the 2,300 who had signed up to testify on the bill, the House State Affairs Committee approved the measure 8-3, with two absences. It was the first public hearing on the abortion bill in the current special session, which began Monday and was called after a Democratic filibuster killed an identical measure during another special session in June.”

Rick Perry to announce future political plans on July 8

Texas Gov. Rick Perry will make an announcement about his political future on Monday, a source close to the Republican governor confirms to NBC News.

In an email to “friends,” Perry confidantes are invited to a Monday announcement in San Antonio concerning the governor’s “exciting future plans.”

Perry has long played the decision of whether he will run for another gubernatorial term close to the vest.

He had previously said he would announce his plans for 2014 this week, but that timetable was moved back after he called a special session of the Texas state legislature to address the abortion-rights fight catapulted into national news by Wendy Davis’s filibuster.

The outspoken conservative governor hinted to reporters in New York last month that he might also be considering another run for the presidency –  after his previous attempt was marred by his notorious “oops” moment in a CNBC debate in Michigan in 2011.

“Later in the year, if there’s more expansive plans than that we’ll announce at the appropriate time,” he said.

On immigration, demographics and math

With the immigration debate now moving over the Republican-led House of Representatives, MSNBC.com’s Benjy Sarlin writes how some conservatives believe that wooing Latino voters is less important than improving on their performance with white voters.

On election night, Fox News anchor Brit Hume called the “demographic” threat posed by Latino voters “absolutely real” and suggested Mitt Romney’s “hardline position on immigration” may be to blame for election losses. On Monday, Hume declared that argument “baloney.” The Hispanic vote, he said, “is not nearly as important, still, as the white vote.”

Sean Hannity, a reliable bellwether on the right, has been on a similar journey since the fall. He announced the day after President Obama’s re-election that he had “evolved” on immigration reform and now supported a “path to citizenship” in order to improve relations with Hispanic voters. Hannity has now flipped hard against the Senate’s bill.

“Not only do I doubt the current legislation will solve the immigration problem,” he wrote in a June column, “but it also won’t help the GOP in future elections.”

Hannity and Hume didn’t arrive at their latest destination by accident. They’re just the latest figures on the right to embrace the compelling new message that’s whipping Republicans against immigration reform while still promising a better tomorrow for the GOP’s presidential candidates.

It’s uncertain if Republicans supporting immigration reform will result in more Latinos who vote Republican in presidential contest, but this is pretty clear: White voters are only declining as a share of the electorate.

Consider: In 2000, whites made up more than 80% of all voters, according to the exit polls. In 2004, that share dropped to 77%. In 2008, it declined to 74%. And in 2012, white voters made up 72% of the electorate. At that current pace and because of demographic trends, you could expect — though it’s not a sure thing — that the white percentage could drop to 70% by 2016 and 68% by 2020.

Also consider: President Obama won just 39% of the white vote in 2012, which was the worst performance for a Democratic presidential nominee since 1984. But Obama carried more than 80% of the non-white vote, which gave him his 51%-47% popular-vote win over Mitt Romney.

So extrapolate that out to 2016 and 2020, given the demographic trends showing that the country is on pace to be a majority-minority nation 30 years from now. In 2016, a future Democratic presidential candidate — say Hillary Clinton? — who gets 40% of the white vote and 80% of the non-white vote could win 52% of the popular vote. In 2020, that overall percentage would jump up to nearly 53%.

Now it’s important to acknowledge the difference between presidential elections (where there’s greater minority participation) and midterm elections (where there’s less). It’s also important to state that it’s impossible to predict who, exactly, will turn out in an election. Indeed, RealClearPolitics’ Sean Trende has cautioned that it’s very possible that future Democratic presidential candidates don’t get 80% of the non-white vote, especially when the nation’s first African-American president no longer remains on the top of the ticket. And that’s probably a good assumption.

But here’s the power of changing demographics: In 2004, John Kerry won 41% of the white vote and about 71% of the non-white vote, giving him 48% of the overall popular vote. But come 2016, if the white share is at 70% and non-white at 30%, then Kerry’s ’04 performance gets to you to 50% of the popular vote.

Let that sink in — Kerry goes from a losing 48% to a possibly winning 50%.

So while it’s debatable if the Republican Party can benefit from supporting the immigration legislation, it isn’t debatable that the white portion of the electorate is getting smaller — and that has consequences for future elections.

Double Red Flags indicate high hazard swimming conditions in Gulf waters with high surf and/or strong currents. The posting of double red flags also closes the beaches of Bay County to swimmers. Any one swimming in Gulf waters during double red flags can be ticketed or arrested.

BCSO road advisory – flooding – WARNING

July 04, 2013   The Bay County Sheriff’s Office has released a road advisory today, July 4, 2013. The public is urged to avoid driving along portions of Front Beach Road. BCSO Deputies on patrol in the unincorporated areas of Panama City Beach report travel conditions along Front Beach Road have become increasingly hazardous due to the weather.
The intersections of Laurie Avenue, Ann Avenue, Dorothy Avenue, and Joan Avenue along Front Beach Road are extremely dangerous due to flooding, with water nearly a foot and a half deep in some areas. Neighboring streets of these intersections are also reported becoming increasingly dangerous.
Bay County has closed a portion of Joan Avenue between North Lagoon and Thomas Drive. No traffic is allowed in that area due to dangerous flooding.
Please avoid Front Beach Road in the area of the intersections listed.

Leah Brooke Pack (21) from McMinnville, Tennessee – dead at the scene – balcony fall in Panama City Beach Florida

June 4, 2013     The Bay County Sheriff’s Office responded to a 911 call at the Regency Towers on Thomas Drive today at about 4 p.m. in reference to a balcony fall.
Deputies arrived and discovered a twenty-two year old woman, identified as Leah Brooke Pack, dead at the scene. Subsequent investigation indicates that Pack, a tourist from McMinnville, Tennessee, accidentally fell from the tenth floor balcony at the Regency. No foul play is suspected at this time. The body has been turned over to the Medical Examiner’s Office for autopsy.

ANNUAL SOLID WASTE REPORT SHOWS NEED FOR INCREASED COMMERCIAL RECYCLING

~State recycling rate takes modest steps toward the 75 percent goal by 2020~

TALLAHASSEE – New 2012 recycling data released by the Florida Department of Environmental Protection shows Florida’s official recycling is 48 percent, up from 30 percent in 2011. This year marks the first time solid waste converted to fuel was counted toward the statewide recycling rate.

Renewable energy credits are calculated based on the amount of electricity produced using waste as a fuel. Per Florida Statutes, each megawatt-hour of electricity produced by waste equals one ton of recycling. For 2012, there were 3.7 million megawatt-hours of electricity produced from both waste-to-energy facilities and the use of landfill gas. The Statute was amended by the Florida Legislature in 2012 to promote the production of renewable energy from solid waste.

Since this is the first year the Department is using the renewable energy data to determine the total recycling rate, it is also important to recognize gains in the traditional recycling rate without the new renewable energy credits. The traditional recycling rate also increased in 2012, increasing by five percent from 30 percent to 35 percent.

“As we get closer to the 2020 deadline for the 75 percent recycling goal, we need all Floridians to step up recycling efforts,” said Division of Waste Management Director Jorge Caspary. “While we have made modest improvements, in order to reach this goal, the commercial sector must amplify its recycling efforts.”

In 2008, the Florida Legislature first established a new statewide recycling goal of 75 percent to be achieved by 2020. In order for Florida to reach its 75 percent goal, the Department is urging all sectors, especially the commercial sector, to actively increase its recycling efforts. Commercial municipal solid waste accounts for approximately 55 percent of the total municipal solid waste stream in Florida. However, less than half of the commercial solid waste in Florida is being recycled according to the 2012 annual report. Increasing commercial recycling would have a substantial positive effect on the recycling numbers as a whole.

The Department is again promoting its Recycling Recognition Program and attempting to bring more awareness, particularly to commercial recycling efforts throughout Florida. It is crucial that businesses, schools and other commercial recyclers increase their recycling efforts. The Department has an easy tool for companies to input data, track and compare their recycling efforts to that of other businesses — the Florida DEP Business Recycling Tracking Tool.

According to the updated report, and looking at the traditional recycling rates, Alachua County remains atop the list of counties in the state for the third consecutive year. Hillsborough County made a significant improvement, increasing its traditional recycling rate from 28 percent in 2011 to 40 percent in 2012. Also making notable improvements is Broward County, jumping from 26 percent in 2011 to 37 percent in 2012. For total recycling rates including renewable energy credits, Lee and Martin Counties have the top two total recycling rates at 75 and 74 percent, respectively.

Walton County Under State of Emergency

Walton County Under State of Emergency

This morning, July 5th, 2013, at 10:00am, the Walton County Board of County Commissioners held a special emergency meeting in order to discuss the declaration of a local state of emergency due to the recent storms and rain totals that have hit the area.
A motion was made by Commissioner Sara Comander and seconded by Commissioner Bill Chapman to declare a local state of emergency by resolution that will remain in place until Friday, July 12th, 2013.  The motion passed unanimously.
Information was given by Interim County Commissioner Gerry Demers that early damage totals from the rain and subsequent flooding issues are estimated to be $1.4 million.  More assessments will be done as the rain water recedes and public works crews can access additional areas of the county.
The declaration of a local state of emergency will allow the filing for assistance through the Federal Emergency Management Agency, FEMA, if the County meets their dollar amount threshold as well as the state meeting their dollar amount threshold.
The Emergency Operations Center has been activated to a Level 2, which is a partial activation. Personnel will be keeping tabs on local weather conditions, flooding and storm damage.

The South Walton Fire District is out conducting damage assessments of the South Walton area as well as deputies countywide.

If citizens have received damage due to the storm please call the Walton County Sheriff’s Office non-emergency number at 850.892.8111.

Reports have come in of citizens seeing oil washing up on the beach. Please report any oil sightings to the National Response Center at 1.800.424.8802.

At 0719, the State Watch Office advised Walton County is under a Flood Watch until 10:15 Central Time.

South Walton damaged roads have not been confirmed by Deputy. Units are working to confirm reported damage.

2.)    S Wall St, the beach access #3. Caller advised the RD has washed away approx. 15×4. The sand is also washing away. Public works has been notified. It has been tapped off.

3.)    Chat Holly & Rhodes Cove has approx. 4 inches of water over the road.

4.)    Wood Beach Dr. advised water from the wetlands is approx. 15ft from her house.

5.)     East Pinehurst Drive is flooded with water over the roadway. AT 0600, East Pinehurst is back open, not flooded but damaged.

6.)     Montigo Ave…Homeowners advised they are flooded in, advised the road is completely under water. Approx. 2 -3ft of water.

7.)    Quincy Circle on the West side is approx. a foot under water.

8.)     Pelayo Rd has 1 ft standing water at Co hwy 30A but is passable.

9.)    CLOSE TO E POINT WASHINGTON RD – CREEK IS OVER THE ROAD – CLOSE TO DICK SALTSMAN RD

10.) Multiple areas on Forrest Shore Dr. are underwater but still passable.

11.) Peachtree Cir- water flooding into the house from the roadway- Sink hole reported in the area.

12.) Forest Shore DR and surrounding roads can be removed from list. Not holding water at this time.

13.)  South Holiday and US Hwy 98 intersection water is still aprox a foot deep on South Holiday. US Hwy 98 doesn’t appear to be effected.

14.) Culvert at Bonnie Lane is blown out in Bunker Creek. Everyone in the neighborhood is trapped.

15.) East Nursery and TranQuilty approx. 100yds of water 3-4”, is still passable. At 0750, E Nursery at Tranquility is still underwater but passable.

16.) South Walton Lakeshore DR. Approx 1 foot of water in front of the beach front trail.

17.)  Area of 111 Lake Cswy-  Citizen advised water is over the roadway poss driving hazard.

18.) Area of Pine ST the road is under approx 18inches of water. Called in by citizen.

19.)  West Hewett- The pond is now overflowing over the roadway @ 1451 road department advised they will be posting signs but not closing down the road.

20.)  600 Block and 1100 Block of Don Bishop Rd has approx 1-2 ft of water

21.)  CO Hwy 395 & East Point Washington Rd is still under water, several places washed out . signs have been placed.  At 0829, small amount of water present but passable.

22.) Eden Gardens parking lot is under water.

23.) Water on Driftwood Point had subsided as @ 1542 but still has some area with water crossing.

24.) Intersection of Eve Cir and Eden Dr is underwater.

25.) West Park Place Dr at Inlet Beach has approximately 2 inches of water over it for 100 feet, county has placed barricades.

26.) Old Ferry Rd (Dirt Rd section) may be passable by truck but by car can only make it to first house, has a lot of flowing water.

27.) Coochie Rd is passable to Rock Plant Area, some minor wash out areas.

28.) 395 at Watercolor crossing has water in the North Bound lanes

29.) Wayside Park has cement slab missing, cones are out.

 

North Walton damaged roads, Deputy confirmed.

 

1.)    Indian Creek Ranch Rd is closed.

 

2.)    Deer run east has a lot of damage. Several vehicles have gotten stuck. County responded to adcheck the area.

 

3.)    Eight Mile Bridge has water at the bottom of the bridge.

 

4.)    Per EG10 – possible microburst in the area of Water Oak St, causing a pine tree to lean over roadway. 7/4/13 at 21:39

5.)    CB Whitehead RD & Pervy Campbell RD unable to drive down with a car. Water is no longer across the roadway.

6.)    Spence Dr & State Hwy 81 is now open.

 

7.)    White Creek Rd has standing water in the road before the bridge.

 

8.)    State Hwy 81 & Co Hwy 183 no water at this time.

 

9.)    Byrd Crossroads 181C & 181A has standing water on the roadway.

 

10.)  Morrison Springs Rd has some standing water, road is passable. Park & both bridges to the boat launch are ok. The water is very close to the dock level.

11.)  Nancy Darby is not passable, the road is under water. Around the 1000 Block of Nancy Darby about 15-25’ of roadway is washed out. Water is about 2-3’ deep. At 5:52, barricades present. A ditch 4 ft deep and 10-15 ft wide is all the way across the raod. No residences are trapped that can be determined.

12.) Water is up to the bridge at Hwy 181 C West at 8 mile. Water is not over the road yet.

13.) On State Hwy 81 near Bruce, DOT is directing traffic.

 

14.) At River Rd and McCaskil Rd, the water is 18- 24inches deep a mile from the river. No homes affected yet; however, cannot travel all the way to the boat ramp.

 

15.) Cedar Log Lake Road is passable all the way to the new boat ramp. However, there is water ponding and standing at the parking lot 12 inches deep. No water on houses.

On July 3rd, 2013 at approximately 3:54 p.m., officers with the Marianna Police Department responded to the area of Old Cottondale Rd. and Penn Ave. in reference to a traffic accident involving three vehicles. Once on scene officers cleared the roadway and one of the vehicle’s drivers was transported to Jackson Hospital to be treated for possible injuries. On scene Officers received information that the driver of one of the vehicles who was identified as Johnnie Edward Speights had thrown some alcoholic beverages into the bushes after the accident. Officers were able to determine Speights was under the influence of an alcoholic beverage and he was placed under arrest for D.U.I. with property damage. Speights was transported to the Jackson County Correctional Facility where he will await first appearance.

(Newser) – A plane has crashed while landing at San Francisco International Airport. According to a witness, the tail of the Asiana Airlines Boeing 777 fell off as the plane was coming in, causing the plane to flip, reports KTVU, although video of the plane on YouTube shows the plane upright. The video also shows black smoke billowing out from the plane, and evacuation slides down, reports CNN. There are firefighters on the scene, but no reports yet on casualties, reports the New York Times.

South Walton damaged roads. Confirmed.

Report area-

 

1.)   S Wall St, the beach access #3. Caller advised the RD has washed away approx. 15×4. The sand is also washing away. Public works has been notified. Tape has been knocked down and people are walking around on the dunes.

2.)   Wood Beach Dr. advised water from the wetlands is approx. 15ft from her house.

3.)   Quincy Circle on the West side is approx. a foot under water. South Walton Fire Dept. advised this road is clear at this time.

4.)   South Walton Lakeshore DR. Approx. 4-6 inches of water in front of the Beach Front Trail. The road is passable. There is standing water between E. Park Place and Hwy 98 E.

5.)   North Walton Lakeshore has standing water.

6.)   Pine St. the road is under approximately 18inches of water. Called in by citizen.

7.)   West Park Place Dr at Inlet Beach has approximately 2 inches of water over it for 100 feet, county has placed barricades.

8.)   Old Ferry Rd (Dirt Rd section) may be passable by truck but by car can only make it to first house, has a lot of flowing water.

9.)   395 at Watercolor Crossing has water in the North bound lanes

10.)Wayside Park has cement slab missing, cones are out.

11.)112 Sea Croft Dr is underwater in both directions leaving home per homeowner.

12.)Apostles Way still has some large washout areas, some are deep. Passable by truck only.

13.)Intersection of Denny Dr. and Bella Blvd has a large sinkhole going up under the roadway. This is located inside the Peach Creek Neighborhood. If large or heavy truck passes it may collapse roadway.

 

North Walton damaged roads, Deputy confirmed.

1.)   Morrison Springs  has water covering the park  up to 15 ft. from main park including the walkway, water is up to the bottom of bridges leading to the boat ramp, at the boat ramp the water is 5 ft. from the parking lot.

2.)   Nancy Darby is not passable, the road is under water. Around the 1000 Block of Nancy Darby about 15-25 ft. of roadway is washed out. Water is about 2-3’ deep. At 5:52, barricades present. A ditch 4 ft. deep and 10-15 ft. wide is all the way across the road. Road is closed.

3.)   At River Rd and McCaskill Rd., the water is 18- 24inches deep a mile from the river. No homes are affected at this time; however, cannot travel all the way to the boat ramp.

4.)   Cedar Log Lake Road is passable all the way to the new boat ramp. Water is out of the banks and up to the houses.

5.)   Berrian Lake Road is passable all the way to the old boat ramp. However, there is standing water in several yards in the area. Chelco has cut power for Berrian Lake Rd. Water is coming over the landing 150-200 yards from the landing. River is out of banks at camp house.

6.)   Coon Bottom Rd is cutting off fairly bad going into Holmes County. Holmes County has been contacted.

7.)   Crooked Creek Rd washed out right past 183, not passable.

8.)   Indian Creek Ranch Rd Bridge is closed; however, Indian Creek Ranch Rd. is open.

9.)   Mckinnon Bridge is out per road foreman; however, McKinnon Bridge Rd is open.

11.)606-735 Mill Creek Dr. is washed out and not passable.

12.)475 Donna Lane is washed out and impassable.

13.)On Brookside, cannot turn onto West Jonquil, road is washed out and impassable.

14.)The parking lot of the park at Old Creek Rd is flooded.

15.)Sandy Creek Landing Rd. is under water.

16.)On River Rd, the 1st bridge has water just at the bottom of the bridge.

 

 

Freeport damaged roads, Deputy confirmed.

1.)   Dead River RD is closed; water is across it just past the pond.

2.)   River Rd is closed.

3.)   Layfette Creek water is approx. a foot from the bottom of the bridge.

4.)   Joe Dugger road is not passable and is washed out in several areas.

5.)   Jones Rd, next to Alaqua Cove Rd, is completely under water.

6.)   Alaqua Cove Rd is completely under water.

7.)    331 Business and State Hwy 20 has standing water.

8.)   Goodwin Creek Rd almost washed away per homeowner, is private road, notified road department and they advised they may be able to offer assistance from roadway to culvert.

9.)   12097, 12099, and 12097 State Highway 81 private drive way is washed away, Deputy confirmed. Homeowners cannot leave residence at this time! If entry needs to be made, a 4×4 truck will be needed.

10.)Most of Enchanted Estates has 3-4 inches of standing water.

11.)Big Cedar Rd has water coming over the road all the way to the park.

12.)On Choctawhatchee Rd, water is over the bridge.
