First Thoughts: On the ropes?

Wednesday, 10 July 2013 06:11:44 PDT

On the ropes? It’s been a bad week if you’re an immigration-reform supporter… This comes as Boehner huddles with House Republicans to discuss how to proceed on immigration… Will GOP supporters strike back? Bush is set to deliver immigration speech today, but will that help GOP reformers or hurt them?… Obama meets with the Congressional Hispanic Caucus at 11:00 am ET to discuss immigration reform… Ex-Obama staffers join Ready for Hillary effort… Rand Paul and the issue of race… Bob McDonnell has seen his political career turn upside down… How does this impact Cuccinelli?… And Jessica Taylor’s Top 5 races of 2013.

By Chuck Todd and Mark Murray, NBC News

*** On the ropes? This has been a bad week if you’re a supporter of comprehensive immigration reform. As Speaker John Boehner today huddles with his conference on how to proceed on immigration, it’s clear that the GOP-led House isn’t close to coming up with an immigration bill — at least one that could go to conference. Yesterday’s joint Bill Kristol-Rich Lowry op-ed signaled that part of the Republican establishment is now against reform. And conservatives are now creating new excuses (like the rocky implementation of the health-care law) to oppose immigration reform. So there are two ways to view the status of immigration reform after the Senate passed its bipartisan legislation. One, it’s dying a slow death in the House, as Politico notes, because most House Republicans just don’t have an incentive to pass it. Two, this is just going to be a long process with lots of ups and downs, and House Republicans won’t budge until very late in the year when finally budging becomes their best card to play. But even immigration supporters have to admit that they probably didn’t think they’d be in the position of trying to make House Republicans have to budge late in the year.

*** Will GOP supporters strike back? Given the growing conservative opposition to immigration reform, here’s a question worth asking: Can pro-reform Republicans strike back? Today from his presidential library in Dallas, TX, George W. Bush will be delivering a speech on immigration. But is this going to help convince conservatives or make them even more resistant? Remember, the modern conservative movement hasn’t been too friendly to Bush’s policies or presidential agenda. The GOP-leaning American Action Network is up with a $100,000-plus national TV ad campaign, urging Republicans to support the Senate’s immigration reform bill. But is $100,000-plus enough? And GOP immigration supporters have released a poll showing that Republican primary voters want to fix the immigration system and prefer an imperfect solution to no solution. But is releasing a poll going to do the trick? Right now, the Republicans who want immigration reform to pass have been VERY QUIET lately. Does that change?

*** Obama meets with Congressional Hispanic Caucus to discuss immigration: For the White House’s part, President Obama and Vice President Biden meet with the Congressional Hispanic Caucus at 11:00 am ET to discuss immigration reform. Also, the White House today has released a report highlighting what it says are the economic benefits to achieving immigration reform. The report says these benefits are: 1) growing GDP, 2) fostering innovation, 3) increasing worker productivity, and 4) reducing the budget deficit.

*** Ex-Obama staffers join Ready for Hillary effort: Much was made when Sen. Claire McCaskill (D-MO) announced she was supporting Ready for Hillary, the group promoting a presidential bid by former Secretary of State Hillary Clinton. But today’s announcement might be a bit more significant: A firm run by members of Obama’s vaunted campaign team is now partnering with this pro-Hillary effort. Per a press release, the firm 270 Strategies — headed by Mitch Stewart and Jeremy Bird, the Obama campaign’s top field aides — has joined up with Ready for Hillary, an additional sign that Obama World is embracing a potential Clinton candidacy in 2016. Once again, we’ll point out that Ready for Hillary has no formal ties to Clinton or her top advisers. And also note that this isn’t akin to David Plouffe or David Axelrod getting aboard the Ready for Hillary train. We also have this question: Does creating an aura of inevitability help Hillary for 2016? Remember, it didn’t work out in 2008…

*** Rand Paul and the issue of race: In other 2016 news, the conservative Free Beacon raised eyebrows with a piece noting that Sen. Rand Paul’s (R-KY) social media director, Jack Hunter, “spent years working as a pro-secessionist radio pundit and neo-Confederate activist, raising questions about whether Paul will be able to transcend the same fringe-figure associations that dogged his father’s political career.” More from the piece: “In one 2004 commentary, Hunter said Lincoln assassin John Wilkes Booth’s heart was ‘in the right place.’ ‘Although Lincoln’s assassin, John Wilkes Booth’s heart was in the right place, the Southern Avenger does regret that Lincoln’s murder automatically turned him into a martyr,’ he said in 2004… He also compared Lincoln to Saddam Hussein and suggested that the 16th president would have had a romantic relationship with Adolf Hitler if the two met.” Normally a staffer’s past statements wouldn’t merit much news, but it’s a reminder that the issue of race could potentially dog a Rand Paul 2016 candidacy — much like it did for his father after the revelations of racially tinged newsletters he once published under his name. This is why you’re probably going to see Rand Paul go out of his way to court African Americans during any presidential bid (like his stop at Howard University in April).

*** What About Bob? Virginia Gov. Bob McDonnell — a one-time rising GOP star, Romney VP possibility, and potential 2016 presidential candidate — has seen his political career turn upside down. Here’s the likely coup de grace via the Washington Post: “A prominent political donor gave $70,000 to a corporation owned by Virginia Gov. Robert F. McDonnell and his sister last year, and the governor did not disclose the money as a gift or loan, according to people with knowledge of the payments. The donor, wealthy businessman Jonnie R. Williams Sr., also gave a previously unknown $50,000 check to the governor’s wife, Maureen, in 2011, the people said. The money to the corporation and Maureen McDonnell brings to $145,000 the amount Williams gave to assist the McDonnell family in 2011 and 2012 — funds that are now at the center of federal and state investigations.” In Washington, so much was made about the scandal/controversies hitting the Obama administration. But the real political scandal has taken place right next door. Technically, McDonnell might not have broken any laws — which exempt disclosing gifts to spouses and family — but this is politically toxic because he certainly didn’t seem to follow the spirit of the law. Remember, Virginia has some of the weakest campaign-finance and ethics laws in the country.

*** And how will the news impact Ken? The question now becomes whether McDonnell’s fall from grace hurts gubernatorial nominee Ken Cuccinelli, who Democrats point out also has close ties to Jonnie Williams (including accepting gifts from him). The Cuccinelli campaign responds that Cucinelli’s AG office initiated this investigation, and they don’t believe McAuliffe will be a credible messenger to attack them on this issue. But it’s hard to see how this doesn’t hurt Cuccinelli, because he needs to court moderates and the GOP business community, and right now McDonnell looks to be toxic to help him with those groups. Meanwhile, the Cuccinelli campaign is hitting Democratic gubernatorial nominee Terry McAuliffe for campaigning today with Maryland Gov. Martin O’Malley. “Gov. O’Malley signed the largest tax increase in Maryland history and earned a ‘D’ rating for supporting increased spending and higher taxes.  He supports the war on coal, Obamacare, and even forced non-union teachers to pay union fees,” the Cuccinelli campaign says in a release.

Rare Bush policy foray on immigration may fall on deaf GOP ears
Wednesday, 10 July 2013 00:42:58 PDT

By Michael O’Brien, Political Reporter, NBC News

George W. Bush will make a rare post-presidential foray into politics on Wednesday when he delivers a speech about immigration, thrusting himself into a contentious internal policy debate which has split the Republican Party he once led.

Lm Otero / AP

Former President George W. Bush, left, stands during the national anthem with his wife Laura Bush before a baseball game between the Kansas City Royals and Texas Rangers Saturday, June 1, 2013, in Arlington, Texas.

GOP lawmakers are already sending signals that his thoughts won’t sway them but immigration reform is one of the great unfinished items of Bush’s presidency. His words on the matter are all the more noteworthy considering how hesitant he has been to delve into politics since leaving office, preferring instead to pursue other activities, such as charity work and his new painting hobby.

But his absence from the public stage has been more than self-imposed. Republicans have often turned their backs on his two-term presidency since he left office highly unpopular in most polls. The former president has not been a staple on the campaign trail as many former presidents have been, and he was kept so far away from the 2012 campaign that his brother, former Florida Gov. Jeb Bush, was left to defend his record and legacy at last year’s Republican convention.

Largely because of that history, Bush’s sentiments don’t appear to matter much to many House Republicans, who now control the fate of comprehensive immigration reform and will huddle behind closed doors to plot their path forward on the issue the same day Bush speaks at a naturalization ceremony at his presidential library in Texas. They’ve already signaled that Bush won’t have much impact on their deliberations of a bipartisan bill passed by the Senate last month.

It’s unclear precisely what Bush will say in his remarks but in a recent interview he reiterated his view that it is “very important to fix a broken system, to treat people with respect and have confidence in our capacity to assimilate people.”

Rep. Tim Griffin, an Arkansas Republican who served as a political aide in the Bush White House, flatly said “no” when asked whether his former boss’s words would weigh on his or other Republicans’ thinking on immigration.

Archive Video: Speaking about immigration reform during his 2007 State of the Union address, President Bush says, “We should establish a legal and orderly path for foreign workers to enter our country to work on a temporary basis.”

“We represent our constituents. I think he’s a great man, and I respect him greatly,” Griffin said. “But I’ve got 85 to 95 percent of constituents’ calls to my office against the Senate bill every week.”

The battle over comprehensive immigration reform into which Bush is wading is just the latest and broadest example of the internal battle over the trajectory of the GOP. It’s a fight pitting dogged, grassroots conservatives against establishment Republicans who worry that itinerant conservatism will irreparably harm the party – in this case, with the increasingly influential bloc of Hispanic voters.

Bush’s remarks during a naturalization ceremony at his presidential library could ostensibly break through that rift.

A number of Republicans in Congress have come to Washington in the elections since Bush left office, and the party’s identity is more tied into opposing President Barack Obama than celebrating the legacy of Obama’s predecessor. But the fight over comprehensive immigration reform during the Bush administration in many ways presaged the GOP’s struggles with Hispanic voters since conservatives drove the Republican president’s immigration proposals into the ground in 2007.

Republican proponents of comprehensive immigration reform argue that conservatives would be well-served to tune into Bush’s remarks on Wednesday.

“I think it’s a reminder that he, a Republican president, tried so hard to get immigration done and it is unfinished business for him,” Ana Navarro, a prominent Republican advocate of immigration reform, said of Bush’s speech. “And I suspect that it won’t be lost on some of the bigger thinkers in the GOP that the guy giving the speech was the last Republican to win the presidency and did it with 44 percent of the Hispanic vote.” (An NBC News analysis determined that Bush won 40 percent of the Latino vote in the 2004 election, still up considerably from John McCain’s 31 percent in 2008 and Mitt Romney’s 27 percent in 2012.)

“No, he’s not going to sway Steve King,” she added, referring to the hardline Iowa conservative congressman. “But yes, his voice will make a difference to some and it’s the right thing for him to do.”

Bush’s counsel for Republicans in his ABC interview was understated. “Good policy yields good politics, as far as I’m concerned,” the former president said.

Not that Bush’s endorsement of the Senate immigration reform law, which passed last month with bipartisan support, would necessarily make a difference.

“I’ll take the hypothetical. If he were to come out for the Senate bill, in all due respect, I would say he’s wrong,” said Griffin.

President Barack Obama and former President George W. Bush arrive on July 2, 2013 for a wreath-laying ceremony for the victims of the 1998 U.S. Embassy bombing at the Bombing Memorial in Dar Es Salaam, Tanzania.

It doesn’t help that Bush’s cachet among conservatives had steadily eroded over the course of his second term. Mike Needham, the head of the conservative Heritage Action for America (which opposes the Senate-passed immigration reform proposal), said that after mounting government spending and Bush’s failed Supreme Court nomination of Harriet Miers, “the immigration bill did nothing to enamor the base to President Bush.”

“I think there’s a strong sense among the conservative base that fundamentally the deck is stacked against people across the country and in favor of special interests,” he said.

And to the extent that Bush’s arguments threaten to fall largely upon deaf ears, it reflects the drastic shifts in the GOP over the course of just a few years. The balance of power now favors groups like Heritage Action rather than one of the two surviving former Republican presidents.

“Fundamentally, where the Republican establishment misses the boat is that people just don’t trust Washington,” Needham said.

Former top Obama aides join pro-Hillary effort
Tuesday, 09 July 2013 20:59:48 PDT

By Michael O’Brien, Political Reporter, NBC News

Jim Young / Reuters

Former Secretary of State Hillary Clinton laughs with her husband, former President Bill Clinton, at the Clinton Global Initiative America meeting in Chicago, June 13, 2013.

Former senior aides to President Barack Obama’s re-election campaign have signed onto a prominent super PAC dedicated to helping promote Hillary Clinton for president in 2016.

Ready for Hillary announced Wednesday that it had partnered with 270 Strategies, an upstart Democratic grassroots consulting firm headed by two highly respected organizers of the 2012 Obama campaign.  An important part of the team credited with running the on-the-ground machine that helped the president to win a second term will now be part of the growing effort to advance the former secretary of state’s prospective candidacy in 2016. The announcement underscores the extent to which many Democrats and the Obama political universe have pivoted toward embracing a Clinton bid for the White House in 2016.

Washington Post via Getty Images file

Jeremy Bird, Obama’s former national field director, leads a meeting with his tech-savvy staff in 2009.

270 Strategies will be charged with building grassroots organizing for the pro-Clinton group. The firm will handle field organizing, volunteer recruitment and training and constituency engagement programs, according to the release.

The firm was formed earlier this year by Jeremy Bird, Obama’s former national field director, and Mitch Stewart, the former battleground states director for the president’s re-election campaign.

“There is no one that better understands grassroots presidential politics than the team that won the last two presidential elections,” said Craig T. Smith, a senior adviser to Ready for Hillary. “Already, hundreds of thousands of Americans are joining Ready for Hillary’s national movement and urging Hillary to run. The professionals at 270 Strategies will help us expand and mobilize that effort in all corners of the country.”

The announcement helps lend cachet to Ready for Hillary, which has sought to spearhead the effort to build support for Clinton in 2016 and build up the kind of infrastructure that could be quickly adapted to support her candidacy, should she decide to run.

The group has attracted the assistance of other top Democratic strategists, and helped collect endorsements for Clinton, like Missouri Sen. Claire McCaskill’s last month.

Time’s Mark Halperin breaks news that Sen. Claire McCaskill, D-Mo., along with a new superPAC, Ready for Hillary, will announce their support for Hillary Clinton for president in 2016.

“We know from years of leading the Obama organization that empowering people and engaging grassroots volunteers are the most critical components of building a winning, 21st century campaign,” Bird said in the release.

“That’s why we’re pleased to be working with the Ready for Hillary team to help tap into the organic grassroots energy we’re seeing around the country from voters of all ages who are already inspired by the notion of a potential Clinton candidacy.”

Thursday’s announcement underscores the growing overlap between the Obama and Clinton universe, a political alliance that had once seemed unthinkable during the bitter primary battle between Obama and Clinton for the Democratic presidential nomination in 2008.

But after having served as Obama’s top diplomat, Clinton has emerged — for now — as Democrats’ tentative favorite to carry the party’s banner in the 2016 elections.

Presidential proclamation of affinity for broccoli sparks hashtag hoopla
Tuesday, 09 July 2013 14:03:48 PDT

First lady Michelle Obama hosts young people from across the country Tuesday at the White House for the Kids State Dinner.

By Carrie Dann, Political Reporter, NBC News

It’s July in Washington, and people are arguing about broccoli.

The vegetable melee began when President Barack Obama was asked by pint-sized kid journalists at a White House event exactly the kind of question that captivates Americans of a young age encountering the Leader of the Free World for the first time.

“What,” the hard-nosed student scribes inquired, according to a White House pool report, “is your favorite food?”

Obama responded “broccoli” – presumably influenced in part by the event’s theme, a meal celebrating the young winners of the second annual “Healthy Lunchtime Challenge.”

Ah, the edible green cousin of cauliflower that launched a thousand tweets.

Within hours, “broccoli” was a trending term on Twitter for the city of Washington, D.C., as social media types debated the virtues of a politico’s professed adoration of brassica oleracea italica.

There were accusations of flip-flopping. (In response to a similar question last year, Obama indicated in an interview with Oprah that “pizza nights around the White House are pretty great.” Scholastic Inc. cited his love for “chili, french fries, and pork chops” during last year’s campaign.)

There was the obvious dissonance with the Bush culinary legacy. (George H.W. Bush so despised the veggie that he famously banned the leafy green aboard Air Force One.)

And there were digs aplenty about Obama’s past kind words for arugula (the latest Whole Foods pricing of which was not available at press time.)

With the city slogging through another of its famous stifling summers, accompanied by infamous news vacuums — it’s sure not to be the last petty argument of the week or maybe even of the day.

But for now, it’s at least Washington’s most literal food fight.

Health centers to help uninsured Americans gain affordable health coverage – Obama administration awards $150 million to provide enrollment assistance

$

Health and Human Services (HHS) Secretary Kathleen Sebelius today announced $150 million in grant awards to 1,159 health centers across the nation to enroll uninsured Americans in new health coverage options made available by the Affordable Care Act.  Speaking at the Mountain Park Health Center in Phoenix, Ariz., later today, the Secretary will highlight that, with these funds, health centers are expected to hire an additional 2,900 outreach and eligibility assistance workers to assist millions of people nationwide with enrollment into affordable health coverage.

HHS Secretary Sebelius said, “Investing in health centers means that people in neighborhoods and towns across the country have one more resource to help them understand their insurance options and enroll in affordable coverage.”

Health centers have a long history of providing eligibility assistance to patients along with delivering high-quality, primary health care services in communities across the nation.  Today, health centers serve more than 21 million patients annually.

With these awards, which health centers in all 50 states have received, consumers will get help understanding their coverage options through the new Health Insurance Marketplace, Medicaid and the Children’s Health Insurance Program; determine their eligibility and what financial help they can get; and enroll in new affordable health coverage options.

These awards, issued by the Health Resources and Services Administration (HRSA), complement and align with other federal efforts, such as the Centers for Medicare & Medicaid Services-funded Navigator program.

Today’s announcement is part of the administration’s broader effort to make applying for health coverage as easy as possible. The new, consumer-focused HealthCare.gov website and the 24-hour-a-day consumer call center help Americans prepare for open enrollment and ultimately sign up for health coverage.  These new tools will help Americans understand their coverage options and select the plan that best suits their needs when open enrollment in the new Health Insurance Marketplace begins Oct. 1, 2013.

“Health centers are excited to help individuals in their communities take advantage of the benefits of new health insurance coverage options that start January 2014,” said HRSA Administrator Mary Wakefield, Ph.D, R.N. “Having trained, face-to-face assistance in enrollment from trusted resources at local health centers means that more people will get the help they need.”

For a list of health centers receiving this funding, visit: http://www.hrsa.gov/about/news/2013tables/outreachandenrollment/.

Bay County SCAM ALERT

$

scamThe Bay County Sheriff’s Office would like to make the public aware of a scam that is currently under investigation in Bay County.
On July 11, it was reported to the Sheriff’s Office that a 75 year old grandmother received a telephone call from a male subject advising her that her grandson was in custody in Mexico, and that he needed money in order to get out of jail.  She advised that the man went on to say that the grandson had been in a car crash, and that drugs had been found in the vehicle.  She was directed to go to several different Western Union locations, and subsequently wired over $23,000 to an unknown individual in Mexico City, Mexico.
She later received a telephone call that indicated that her grandson was flying into the Panama City airport.  The grandson was later located working on Panama City Beach, and had never left the country.
A variation of this scam is citizen’s being contacted by email with a friends name advising that the friend has been robbed in a foreign country and is requiring money to return home.
This information is being released in an effort to make the public aware of this type of scam, and to urge citizens to be on guard if they receive this type of telephone call.
The Bay County Sheriff’s Office is working with the US Postal Inspection Service to investigate this case.

loggerheadThe injured loggerhead sea turtle was reported and picked up from the Sea Hag Marina in Steinhatchee, Taylor County, Florida on 7/11/2013.  A network of volunteers helped with the transport across the Big Bend Area. A visiting family to Steinhatchee picked the turtle up while scalloping near Little Grassy Island. The family said it was floating at the surface and they could tell it was injured. They were able to easily put it in their boat and take it the marina. The turtle was then transported to FWC where it was held overnight by FWC officials then transported to Gulf World the next day.

Folks helping with the transport wanted to name it Taylor after the County was it was picked up and the little girl, who donated her kiddie pool to assist with the turtle transport. She said “you can keep her pool for other turtles if you want it”.

The sea turtle will remain at GWMI until he has completed his treatment and then released.

First Thoughts: Filibuster showdown

Tuesday, 16 July 2013 06:05:55 PDT

Filibuster showdown… Wrapping up last night’s Senate marathon meeting… Welcome to the Senate, Mr. Markey (what a day to start!)… Obama — just like Ike?… President to conduct interviews with Spanish-language TV anchors… Paul, Cruz sign on to Gillibrand’s military sexual-assault bill… Star (Scientific) Wars… Virginia Dem Party ad slams Cuccinelli on Social Security, Medicare… Madigan takes another pass in Illinois… And Lone Star Rising: watching Greg Abbott in Texas.

By Chuck Todd, Mark Murray, and Domenico Montanaro

*** Filibuster showdown: As of publication time, Senate Democrats and Republicans find themselves set on a collision course over changing the rules that govern Senate filibusters after being unable to strike a deal last night. NBC’s Kasie Hunt notes that Senate Democrats have set the initial vote on President Obama’s first of seven executive-branch appointees — Richard Cordray to head the Consumer Financial Protection Bureau — for 11:00 am ET. If Republicans filibuster Cordray (or any of the other six nominees), then Democrats will seek to end filibusters for executive-branch appointees. This change of the filibuster rules, referred to as the “nuclear option,” would require just 51 votes instead of the typical 67. Here is the order of the votes set up for today: Cordray, National Labor Relations Board members Richard Griffin, Sharon Block, and Mark Pearce; Export-Import Bank President Fred Hochberg, Labor Secretary Tom Perez, and EPA Administrator Gina McCarthy. So the race is on, Hunt says, to reach a deal before 11:00 am ET. The clock is ticking…

Must-Read Op-Eds: Mika Brzezinski reads from Frank Bruni’s latest NYT column on the latest happenings in the Senate over Majority Leader Harry Reid threat to change filibuster rules over President Obama’s D.C. court nominees.

*** Wrapping up last night’s marathon meeting: NBC’s Hunt, Kelly O’Donnell, and Carrie Dann report on last night’s marathon Senate meeting. “[L]awmakers said late Monday night that they have not yet reached an agreement to avert a showdown over Senate rules governing the confirmation of executive branch nominees. ‘We’ve had a very good conversation, the conversation is going to continue tonight,’ Senate Majority Leader Harry Reid said in a brief statement after a meeting that stretched more than three hours. Reid told reporters that the series of votes on executive nominations that could precede a standoff are still scheduled for Tuesday morning. A spokesman for Senate Minority Leader Mitch McConnell said after the meeting that talks are still ongoing. ‘A clear bipartisan majority in the meeting believed the Leaders ought to find a solution,’ said spokesman Don Stewart. ‘And discussions will continue.’”

*** Welcome to the Senate, Ed Markey: Ironically, just an hour before the deadline for today’s filibuster showdown, Vice President Biden swears in newly elected Ed Markey (D-MA) on the Senate floor. What a day to start your Senate career, Mr. Markey…

*** Just like Ike? We and others have noted the relative backseat — at least in terms of public appearances and statements — President Obama has taken in the last few weeks on issues like immigration, Egypt, and Syria. And the New York Times’ Baker tries to explain the low profile. “In his first year, the president seemed to be everywhere, talking about everything. In his fifth year, he is choosing his opportunities — even if it appears he is not always in command of events. Some compare Mr. Obama’s approach to the ‘hidden hand’ style of President Dwight D. Eisenhower, who often steered events behind the scenes without being public about his role.” Of course, there are some striking similarities between Ike’s years in office and now (turbulent world affairs, divisive domestic politics). But historians didn’t really realize Eisenhower’s “hidden hand” role until well after he left office. More from the Times: “Susan Eisenhower, a granddaughter of the late president, said it might be too soon to tell. ‘Eisenhower’s hidden-hand means of meeting his objectives was not really evident until his papers were opened, many decades after he left office,’ Ms. Eisenhower said.”

*** Obama’s Spanish-language interviews: But it also would be unfair to say Obama is always taking a backseat on these issues. Today, for example, he sits down to conduct interviews with Spanish-language TV anchors from Dallas, Denver, Los Angeles, and New York beginning at 11:00 am ET. And this is a place where Obama could be effective after the immigration debate has moved to the GOP-controlled House — urging Latinos to put pressure on Congress. What’s more, the president’s round of interviews comes after prominent Spanish-language news voices have been critical of House Republicans and Speaker John Boehner on immigration. If Republicans thought they had been getting bad press from Spanish-language media, they ain’t seen nothing yet…

*** Paul, Cruz sign on to Gillibrand’s military sexual-assault bill: While Obama is playing smart politics speaking with Latino TV anchors, GOP Sens. Rand Paul and Ted Cruz are playing smart politics signing on to Sen. Kirsten Gillibrand’s (D) legislation to prosecute military sexual-assault cases. Per NBC’s Kelly O’Donnell, Paul will appear at a news conference with Gillibrand, but Cruz might not attend, even though he has signed on to the bill.

*** Star (Scientific) Wars: The New York Times makes it pretty clear that the Star Scientific-Jonnie Williams cloud that has been hovering over embattled Virginia Gov. Bob McDonnell (R) also appears poised to drop water on the Republican trying to replace McDonnell — Ken Cuccinelli. “He first bought [Star Scientific’s] stock after bunking down in its chief executive’s six-bedroom home. He added to his holdings soon after the rollout of a new product that the company hinted could be a cure for Alzheimer’s disease. As the stock reached a 52-week high last year, he sold part of his portfolio for a $4,000 profit. Kenneth T. Cuccinelli II, Virginia’s attorney general, said that the timing of his ownership of Star Scientific shares reflected nothing more than his own investment analysis.” More from the Times: Star Scientific’s executive Jonnie Williams Sr. “also gave the attorney general $18,000 worth of gifts, including frequent stays at Mr. Williams’s homes outside Richmond and in the Blue Ridge Mountains, according to Mr. Cuccinelli’s financial disclosure statements. Mr. Cuccinelli at first failed to report some gifts, as well as his Star Scientific stock, as required by law, which he has said was an oversight.” So much for Cuccinelli being able to COMPLETELY extricate himself from the Star Scientific-Williams-McDonnell story, and don’t be surprised if this is a major theme at the first Cuccinelli-McAuliffe debate on Saturday.

*** Virginia Dem ad slams Cuccinelli on Social Security, Medicare: And it appears Democrats also want to make Cuccinelli’s past words about Social Security and Medicare a topic of the debate as well. The Virginia Democratic Party is up with a new TV ad featuring an elderly woman who says to the camera: “I think Ken Cuccinelli does not care about people like me. In his book, Cuccinelli questions whether Medicare and Social Security should exist and said people are dependent on government. It scares me to think of Ken Cuccinelli as governor. I think he is way out of touch with everybody.” The Virginia Democratic Party wouldn’t reveal the size or duration of this TV ad buy.

*** Madigan takes another pass in Illinois: Switching from Virginia to Illinois, state Attorney General Lisa Madigan (D) said that she wouldn’t run for governor next year — once again taking a pass on major statewide office. “For months … Madigan and her father, House Speaker Michael Madigan, brushed aside the notion that it would be a conflict of interest if she served as governor while he continued to run the General Assembly,” the Chicago Tribune says. “But on Monday, she ended the rampant political speculation by announcing she’ll skip a run for governor and seek re-election, noting that her choice was largely due to the inherent conflict of concentrating too much power over state government in the hands of one family.” Madigan’s announcement is a big to former Obama Chief of Staff Bill Daley, who will be the top threat to vulnerable Gov. Pat Quinn (D) in a Democratic primary. Given Madigan’s worry about a conflict of interest with her father’s work in the General Assembly, we wonder if she’s having second thoughts about refusing being appointed to Obama’s Senate seat back in 2009.

*** Lone Star Rising: Finally, we forgot to include this news yesterday, but Texas Attorney General Greg Abbott (R) announced his bid on Sunday to replace retiring Gov. Rick Perry (R). The Austin American-Statesman: “‘On a steamy summer day like this, I went out for a jog and while I was jogging, a huge oak tree crashed down on my back’ and ‘fractured my vertebrae and spinal column,’ said Abbott [at his gubernatorial announcement]. ‘I would never walk again.’ Noting that doctors inserted two permanent steel rods in his back, Abbott said, ‘Some politicians talk about having a steel spine. I actually have one. I will use my steel spine to fight for Texas values every single day.’” Looking ahead to 2014, Abbott looks almost unbeatable, and he could end up being a big star in the Republican Party.

Obama agenda: Just like Ike?
Tuesday, 16 July 2013 06:03:40 PDT

“In his first year, the president seemed to be everywhere, talking about everything. In his fifth year, he is choosing his opportunities — even if it appears he is not always in command of events,” the New York Times says. “Some compare Mr. Obama’s approach to the ‘hidden hand’ style of President Dwight D. Eisenhower, who often steered events behind the scenes without being public about his role. Jim Newton, the author of “Eisenhower: The White House Years,” a book with back-cover blurbs from Defense Secretary Chuck Hagel and Secretary of State John Kerry, said Mr. Obama was like the former president in avoiding major international conflict, relying more on covert action and letting Congress take the lead in legislation.

The AP: “When President Barack Obama first addressed the death of Trayvon Martin last year, he did so passionately, declaring that if he had a son, he would look like the slain 17-year-old. His powerful and personal commentary marked a rare public reflection on race from the nation’s first black president. But now, with the man who fatally shot Martin acquitted and the burden of any future charges squarely on his own administration, Obama is seeking to inject calm into a case that has inflamed passions, including his own.”

USA Today: “It’s a local television kind of day for President Obama as he tries to sell his immigration plan. Obama sits for interviews with the anchors of Spanish language television stations in New York, Los Angeles, Dallas, and Denver.”

“The nonprofit group supporting President Barack Obama’s agenda paid the president’s re-election campaign nearly $700,000 during the past three months to rent the campaign’s extensive list of supporters and buy equipment,” the AP writes. “Organizing for Action was formed out of the president’s campaign earlier this year. Records released Monday show the group paid the president’s campaign an initial fee of $300,000 for the list of supporters and monthly fees of $87,500 to rent it.”

USA Today looks at the presidency of Gerald Ford. This past weekend, July 14, Ford would have been 100.

A Swedish professor nominated Edward Snowden for the Nobel Peace Prize.

The Hill: “The one-year delay in ObamaCare’s employer mandate won’t have much effect on the law’s costs or the number of people it covers, according to a new study from the Urban Institute.”

Politico has a health-care primer.

Congress: Going nuclear?
Tuesday, 16 July 2013 06:02:56 PDT

USA Today: “The U.S. Senate is going nuclear. Barring a last-minute deal, Senate Majority Leader Harry Reid, D-Nev., made clear he will move forward Tuesday with a controversial maneuver — known as the “nuclear option” — to change the chamber’s rules to make it easier to confirm President Obama’s executive branch nominees.”

Roll Call notes that at the heart of the standoff is President Obama’s picks to the National Labor Relations Board.

We’d note that Richard Cordray’s nomination to head up the Consumer Financial Protection Bureau is as important to the Obama administration.

The Hill: “President Obama and the House GOP will fight over immigration, spending and debt this fall, but it will be a battle of the weak versus the weak. Obama’s post-election momentum is gone and the deeply divided Republican majority has struggled to pass any consequential legislation. In Washington, a place obsessed by who is up and who is down, today’s answer is that everyone is down. Both sides are searching desperately and in vain for leverage.”

National Journal notes that Marco Rubio has stayed away from talking about immigration reform after the Senate bill passed despite the hurdles it faces in the House: “Rubio is turning to the safer, more conservative-friendly issues he campaigned on in 2010 — President Obama’s healthcare law, federal spending, the deficit — but with less support from Republicans than before, according to public polls. He’s put off abortion opponents clamoring for him to spearhead a controversial ban after 20 weeks and staying put while potential rivals in 2016 jockey in the early-primary states.”

USA Today: “A top aide to Republican Rep. Michelle Bachmann of Minnesota has been arrested by the U.S. Capitol Police and charged with theft. Senior legislative aide Javier Sanchez, 37, of Virginia, was arrested July 11 after an investigation into a series of thefts in the Rayburn House Office Building, where Bachmann’s Washington office is located.”

Roll Call: “The House campaign committee of Rep. Michele Bachmann reported [Monday] afternoon it paid $100,000 to Patton Boggs LLP on June 25 for legal services. This is in addition to the $55,000 paid to Patton Boggs LLP in the second quarter by the Bachmann for President Committee.”

Meanwhile, she was saying this… The Hill: “Rep. Michele Bachmann (R-Minn.) on Monday said she believes President Obama could ‘wave his magic wand’ to grant voting rights to immigrants presently in the country illegally ahead of the 2014 elections, and that Republicans in Congress need to ‘spank’ the president and “pinch his ears back” by blocking immigration reform in the House to prevent him from doing so.”

USA Today: “The inspector general who found that the Internal Revenue Service targeted Tea Party groups for added scrutiny will make another trip to Capitol Hill on Thursday — this time to explain why he didn’t also reveal that progressive groups were on an IRS watch list, too. J. Russell George, the Treasury Inspector General for Tax Administration, will face questions from Democrats about why his May 14 report did not include evidence that might have tamped down allegations that the targeting was politically motivated.”

Politico: “Sens. Rand Paul and Ted Cruz have joined an upstart effort to remove the chain of command from military sexual assault cases. … The tea party favorites give the bill’s lead sponsor, Sen. Kirsten Gillibrand, critical conservative cover as she battles the Pentagon and hawks in both parties on her proposal to create a new prosecution system for major military crimes.” Gillibrand told Politico: “My goal is to physically approach everyone.” Her office says she’s within 10 votes of 51 votes.

Roll Call: “Florida Republican Vern Buchanan — a member of the House committee that writes the tax code — forgot to pay his 2012 property taxes, the Sarasota Herald Tribune reported. … The $16,037 property tax on the home was paid late, and, consequently, the Florida Republican paid $801.87 in penalties. Although he sits on the Ways and Means Committee, it is not the first time the congressman has been accused of tax problems.”

The new website will be your one stop shop for information on our House Democrats and Democratic Candidates, our weekly newsletter, our calendar of events, and so much more. It will be a communications hub not only for House Democrats to keep in touch with you, but for you to keep in touch with all of our members.

The website partnered with the launch of the “We Are Florida” campaign is designed to build an effective network for grassroots supporters like yourself to get involved and stay informed as we approach the up coming election cycle. “We Are Florida” is designed to voice your interests and concerns and to help with organizing for the electoral success of Democratic members and candidates.

“This is the first step in creating an organization with the singular focus of taking back the Majority in the Florida House by the end of this decade. We understand that the stakes are too high for us not to take action by insuring that all Floridians’ interests are best represented with a Democratic Majority. The “We Are Florida” campaign will work to build a grassroots infrastructure of supporters and new donors that will bolster our chances for strong statewide victories in 2014 and beyond.” – Leader Designee Representative Darryl Rouson, District 70.

We encourage you to check out our new website, twitter account, and “like” our Facebook to find out how to get involved today.
With your help, we can take back the Majority in the Florida House and best represent the interests of all Floridians.
